Microsoft Outlook not attaching only 1 picture in particular?

I am using microsoft outlook 2003 and I cant seem to attach only one picture. when i do it attaches the whole file that it is in. Any help? Please specific instructions or links! Not that great at the computer

You may try to zip it into .zip format before attaching.
